Preheat oven to 350°F.
Line a standard size muffin pan with paper liners or reusable silicone liners. Combine the flour, oats, baking soda, baking powder, salt, pumpkin pie spice, sugar, and brown sugar in a medium bowl and mix well.

Make well in the center of the dry ingredients and add the eggs, butter, and pumpkin puree.

Whisk the wet ingredients together first, then mix them into the dry ingredients.
Stir in the chocolate chips.
1 cup semi-sweet chocolate chips
Fill the muffin pan cups 3/4ths of the way full. Top with additional chocolate chips, if desired.
Bake for 28-32 minutes, or until a toothpick inserted into the center comes out clean.
