Preheat oven to 350°F.
Whisk together sugar, cocoa powder, vegetable oil, eggs, baking powder, vanilla extract and salt in a large bowl until well combined.

Gradually sift in the flour, mixing until just combined. The batter will be thick.

Roll the dough into 15 1.5 inch balls, then roll in the crushed candy canes.

Set on a prepared baking sheet 1-2 inches apart. Flatten slightly.
Bake for 10-11 minutes.
Allow to cool on the cookie sheet for 5-7 minutes, then press one peppermint kiss into the center of each cookie.
