Cook the onions and carrots in butter until they begin to softened.
Add the ground beef and cook until browned. Add flour and beef stock. Cook until thickened. Stir in peas.
Boil potatoes in salted water until fork-tender. Drain. Mash with warm melted butter and cream. Season to taste.
Spread the beef filling out evenly in the pan. Top with dollops of the mashed potatoes. Spread the potatoes out to cover most of the filling.
Bake for 20-25 minutes. Top with fresh minced parsley and serve.
