Whisk the eggs, heavy whipping cream, salt, and pepper together. Stir in the cheese. Set aside.
Cook the bacon until crisp, about 5 to 7 minutes, then remove with a slotted spoon to a paper towel-lined plate. Drain out all but 1 tablespoon of the bacon grease.
Add potatoes. Cook until fork-tender and starting to crisp, about 5 to 7 minutes. Add shallots and cook another minute or two.
Pour the egg mixture over the potatoes. Sprinkle the diced bacon over the top of the frittata.
Transfer the frittata to the oven and bake another 12-15 minutes, or until the center is just slightly jiggly.
