Combine shredded fish, breadcrumbs, paprika, garlic, shallot, lemon zest, and eggs in a medium size bowl.
Form 12 cod cakes by taking a handful of the mixture and squeezing it into a tight ball. Flatten each ball until it’s 1/2-inch thick and shape into a circle.
Cook the cod patties for about 4-5 minutes per side in oil. Remove to a paper towel lined plate. Serve, as desired.
