Combine soy sauce, olive oil, maple syrup, red pepper flakes, cornstarch, sriracha, and water. Set aside.
Cook the garlic for one minute, then set aside. Add and cook the bell peppers until tender.
Stir in the shrimp and cook 2-4 minutes. Stir in the garlic, peanuts, and sauce. Cook until thickened, then serve as desired.
