Add the ingredients for the gingerbread syrup to a small pot. Bring to a boil, then simmer for about 5 minutes. Allow to cool.
Add ice to a cocktail shaker, then add the vodka, Kahlúa, and gingerbread syrup. Shake for 15-20 seconds.
Use a fine mesh strainer when pouring the cocktail into the glass to catch any ice chips or small particles.
Top with the heavy cream. Garnish with ground cinnamon and cinnamon sticks.
